A Patriotic Cover commemorating the 150th anniversary of the Ratification of the U.S. Constitution and the First Day Issue of the  3 cent Ratification stamp shown here. Dated 17 September, 1937, and cancelled WASHINGTON D.C. Cover is in excellent condition.
